Waveform In/Out Point Graphics Issue

I just bought a 3080 Ti and reinstalled Windows, have the latest drivers, all that. But since I got this new card, a lot of the times when I'm setting in and out points in the Source Monitor in Waveform view, I can visually see the in or out point draw in. It adds a little time to each in and out point and it adds up, not to mention it shouldn't be doing that.

A weird wrinkle in this is that everytime I try to take a video with OBS Streamlabs to record the behavior, it stops happening! And then when I stop recording, it happens again. What could this be?
