Waveforms increase, sound does not get louder, only in right channel!

I was given an interview style video to edit that came with separately recorded audio from a Zoom Recorder (not sure of the specs of the equipment).

I brought the files into Premiere and noticed the audio from the Zoom was incredibly quiet and only in the right channel. I modified the track to make it stereo so I could use the fill effect but even with a fill it is still only in the right channel and I am still struggling to make it louder. I've adjusted gain and messed around with the Simple Parametric EQ effect but there is no change. As the title states, I see the waveforms getting bigger, I'm watching the audio meters peak into red, but the audible sound from the speakers is hardly changing if at all.

What am I doing wrong here? Let me know if you need any other info.

Your post is confusing, is the original audio from the Zoom recorder stereo or 2 track mono?

It sounds like your audio is out of phase.

If the sound from the  Zoom is two mono tracks, then just drop the track with audio on your timeline. Once it is on your timeline, click on it to select it and type the "G" key. This will open a dialog that will let you adjust or Normalize the gain of the clip.

If the original file from the Zoom is stereo, but only has audio on the right channel, import the stereo file into Premiere. Before you place it on the timeline, right click on the clip in the Project Panel and from the drop down menu chose Modify > Audio Channels and convert the stereo file to two mono tracks. Then follow the above procedure.

Sorry for being confusing, it's a complicated question and I retyped it three times to try to make it clear. That failed haha.

The audio files that were recorded on a Zoom were imported as single channel mono. I've already messed around with modifying the tracks and converted them to stereo and dual mono, but no dice. And as I said above, I've played around with gain (by hitting the "G" key) and an EQ filter to make it louder. Again, no dice.

This is a two part conundrum.

Is the original file from the Zoom a single channel mono file?

Go to your preferences > Audio and make sure all Default Audio Tracks are set to use file.

and click OK.

Now import the file from the zoom.

If you look in the Project Panel, in the list view, you can see what the type and kind of audio the original file is:

If you drop this file to the timeline, and play the timeline, what happens?
