Wavy Video Recorded without Stabilize

I recorded some footage without stable surface, so the camera was rocking back and forth. I´m trying lots of effects in Premiere Pro but nothing is working. What can i do? I thin it can be a rolling shutter?

    I think this is impossible to correct.
