"We were unable to open the file on disk" but vid opens fine

Premiere pro wont import a video taken from my iphone that works perfectly on my windows computer, and in the iphone. I can open the video just fine in windows media. I have the media pack installed, using windows 11, premiere pro version 2023, up to date. Any ideas what I can do? The file is not corrupted.

Here is a screenshot of the error. I'm trying to drag in the video "Archery" which opens just fine on the disk in all kinds of other programs, including the basic windows program ClipChamp. Why won't premiere pro open it?

Here is the screenshot showing the video works fine in ClipChamp. It is only Premiere Pro that won't open it. If anyone knows an idea, I would be super appreciative.
