"We were unable to open the file on disk" Error

Whenever I try to import mp4 video to adobe premiere pro CC 2018 I get the error message "We were unable to open the file on disk" . Already tried reinstalling and changing file extensions name, but neither worked. The codec that Im using for video is H264 - MPEG-4 AVC (part 10)(avc1) and for audio its MPEG AAC Audio(mp4a). How can I fix it?

How are you importing?

Tried by dragging the file from File Explorer to the panel and by using PP media browser and both displayed this error "We were unable to open the file on disk".

Where did the file originate?

Tried importing it from both of my drives (SSD and HDD) and neither worked for .mp4. Can import .avi just fine
