Weird playback glitch in footage!!

Can anyone please help me with this... when viewing my 4k footage in Premiere and After effects I am getting a strange glitchiness of the footage during the playback. It is only happening within the software, after exporting it seems fine, and while viewing footage on my laptop straight from the camera it also looks fine. it only is giving me this problem within these editing softwares. I have tried everything. I am using a brand new MSI Creator 15 with an NVIDIA GeForce RTX 2070 with Max-Q and the latest studio driver. I cannot figure it out and it is driving me crazy!! I have attached a clip so you can see. pay attention to the lettering on the closeup shot of the can and you can see this sort of "glitch" I am talking about. It gets worse when i speed ramp my clips and is making it much more difficult to  edit.
