Welcome Screen Requires Two Clicks to Open Recent Project

When I launch Premiere Pro, I am greeted with the Welcome screen showing my several most recently opened projects. When I click on one, nothing happens; I have to click it again for it to open that project.
I am on 23.5.0 Build 56 on Windows 10 Pro 22H2. To reproduce, launch Premiere Pro and wait for the Welcome screen to appear. Click once on any project. I expect that project to open, but it doesn't (until I click it a second time).
I did some experimenting and this appears to be related to window focus. If I first click anywhere on the welcome screen (e.g. in the blank space to the left or right of the recently opened project list), then clicking on a project opens it right away. If I click on a project first, then click on the title bar of the parent window (Premiere Pro proper), clicking on a project won't open it (it requires a second click). I also sometimes see a hint of a drag placeholder (as if I were dragging the project); although I have four pointing devices (tablet, trackball, and two mice), I've tried having each plugged in without the others to rule out any sort of "fighting" between them.
