Werid SSD & HDD issue

I have a strange problem. During editing, I use two SSDs—one where I have Premiere Pro installed and the cache folder, and the other where I store all the assets for editing and where I save the footage. I also have a third, large HDD where I save finished projects that I no longer return to. The problem is that when using Premiere Pro, it shows 100% usage of the HDD, which causes my whole computer to lag. I don't understand how this is possible since the projects on the HDD haven't been opened since being transferred there.

Try unmounting the drive that is unexpectedly getting 100% utilized, and then launch a current project.    

That should make it easy to determine what is being used from that drive.

Occasionally, I use Spotify or Discord, but I doubt these apps are the cause because every time it happens, I end up force-closing Premiere Pro in Task Manager, and the HDD usage always drops to 0% afterward

Bizarre! 

Based on what you've said about where PPro and your media live, we have no idea why PPro would be making your HDD busy. 

Is any other software running, while you're resizing sequences in PPro? Does the scratch disk paths of any open projects, point to the HDD?

I was changing sequence settings, to a smaller size

What is PPro doing, during the time Task Manager says the HDD is being 100% utilized?

The task manager shows 100% usage, but after ending the Premiere Pro task, it returns to normal.

Does 100% usage mean the system is heavily using the HDD, or do you mean that PPro thinks the HDD is 100% full but the OS disagrees...?
