When i use the Fade effect (no matter which). The fade only works the last 2-3 Frames and not the hole lenght I set on the clip. This is new and I dont know why. And its very complicated to work with, because the fade to black doesent look good anymore.

My Version is 13.1 Magician

and you can add a dissolve if the area next to the transition is empty.  I often just move the clip up to a higher video track and then apply the dissolve which will end at the last frame (or begin at the first frame if you are trying to fade in).   You can then move the clip back down to the lower track if you want...  Ann's method works as well but I find my way a little faster (but whatever...).

Which fade?  There are no transitions called fade for clips in Premiere, except Exponentional Fade for audio.

In order for a transition to work properly it needs sufficient handles.

Applying transitions in Premiere Pro - handles

Dip to black/white is best used as a double sided transition. It is not suited as single sided.

Best is to use Opacity with keyframes instead.
