What is the maximum RAM Premier can use?

I am using Windows 10 on an HP desktop computer with 16 Meg of RAM and the newest version of Premier. I am wondering – is Premier Pro able to use all of the RAM available?

You can control the RAM allocation in the Memory preference (Preferences > Memory).

The least that I could set "for another applications" is 1.5 GB.

I think its 75% that is used by Premiere.

No it does not use all, you still need some for other programs.
