What is the random seed value in the Strobe Light effect? It doesn't really seem to do anything.

I've tried adjusting the values and making different keyframes with different values but it doesn't really seem to do anyithing. Anyone know what it is?

    Strobe > make layer transparent

    color > black

    probability around 25/30% or whatever you like

    play around with blending as well
