What is "video rendering and playback" in Premiere pro?
I know its only work with a graphic cards..i just want to know about this one as a definition....

Video rendering is the act of processing all the data of your footage to a create an image that displays consistently, so it won't skip when you're trying to watch it back after you export it. The process is demanding on your hardware so that's why you can't do anything else while it's rendering unless you're using the Media Encoder Queue, which is built to distribute the hardware power required.
Playback is when you watch your video back, whether it's in Premiere or after export in QuickTime or VLC or whatever. The reason we compile "video rendering and playback" together is because they both have to do with preparing your video to be watched back without any skips or errors, and as you said, they both use your graphics card to perform the task.
