What wrong with my build?? Adobe is underperforming

Hello,

Im going to be making some adjustments to my editing build this fall to adddress some issues I'm having with premiere:

Issues:

Adobe lag!?! This annoys me so much. When I pause playback the video keeps playing and eventually freezes until I pause again. Even the thumbnails of my clips take a good 30 seconds to load.

Working with 120fps 1080p in general. If I'm using cuda acceleration and scrubbing through a 120fps modified to 24fps it does not show the correct point in the clip. If I turn off cuda this issue is solved but playing through transitions in 120fps also gets choppy.

Im mainly working with 4K footage with proxies  and 120fps 1080P without proxies.

Is this an issue with my build? Any suggestions ?
