when I download a video from the web and import it in Premiere Pro it shows a vp09 error and doesn't allow me to use that clip in my video. and I have tried many things but I am not getting the solution to the problem

Correct answer MyerPj

PP doesn't use that codec, use Shutter Encoder to convert the files (before editing) to constant frame rate and ProRes LT or even ProRes PROXY format within Shutter Encoder for easy to edit formats with 'better' files size.
