When I am building a project, do my source video files remain local to my PC

or do I need to upload them to the cloud ? My internet speeds are poor

the short answer is no...   When you import media into premiere, you're just pointing to the file which hopefully resides on a local drive.   Hope this makes sense to you.  If not, post back with any questions.

sorry I was answering the question in the subject of your post rather than the body of your post.  You do not need to upload them to the cloud...
