When outputting video, can the user find the CABAC usage settings and GOP frame settings?

I’ve been asked to export a video in the same format as the attached picture. In Adobe Premiere Pro, where can I find the settings for enabling CABAC and configuring the GOP frames?

    In the Video section, twirled down, you set your level and "main" settings, frames between iframes, all that.

     

    In the Audio section, twirled down, you choose the audio options from those available.
