When relining audio goes out of sync

We are having an issue with audio that goes out of sync when its relinked.

for example, we would make a sequence of Selects and sync up all the audio on one computer, then if someone were to open that same file on a different computer and relink all the assets. the audio would relink but all the sync would be moved around. This is happening on multiple computers

This is also the case, if you are to offline the audio media and relink it to the same file the audio would also be out of sync completely also like it's a completely different file.

These audio files we use are 32-bit float files if that helps at all.
