Where do I place third-party presets for Premiere Pro CC?

I am completely new to installing and importing third-party presets (plugins?) to Premiere Pro CC.  Can anyone tell me WHERE, specifically, I need to place these preset files?  For example, once downloaded, should I move them to my hard drive or my external drive, and is there a specific folder they need to be placed in to get them to function?  I realize this is a simple question but I can't seem to find the answer to it, anywhere.

Okay, Ann, so the transition effects and 'light leaks' I downloaded from Rocketstock are actually .mp4 files which I did not realize at first; I thought they were file types similar to that of the effects originally included with After Effects when you subscribe to CC.  I don't imagine I'll have a problem using those...now.

The package of effects I am looking to purchase, currently, is called the Knoll Light Factory 3 and is found at [ Red Giant | Features​ ].  I'm confused about what these effects I potentially purchase are officially called; are they considered "presets" or "plugins" or "templates" or are some of these terms one-and-the-same in the graphics world?  Are you able to clarify or point me to an article or website that could do so?

The Knolll is probably a plugin. Red Giant always comes with an installer.

So you dont have to worry where to put it.

Usually its in Program Files > Adobe > Common > ...

Presets can be loaded via the Effects Tab:

If you have VST's/Audio Plugins, then Audio Plug-in Manager is also available from this menu.

Presets are not the same as plugins. So you need to be sure what you have downloaded.

Good to know, Ann...thanks.  I purchased some transitions, effect filters and some colour grades and have downloaded them.  Are these considered 'presets' or 'plugins?'  It doesn't refer to them using either term on the retailer's website, so maybe they are neither.  Can you clarify?
