While on Cuda it's slower

While on Cuda even the most basic things such as changing position, scaling are taking a lot of time. I can change the numbers but it's not affecting the preview section. I need to wait 1-2 minutes for each change which is making impossible to edit. 

But however, it's not happening on Software only. It's working faster and without problem on software only. Why it's happening. How can I solve it? (My all drivers are updated)

My specs are:
AMD Ryzen 5 3600
Gtx Strix 1060
32 Gb Ram 3200 Mhz

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
••for Premiere Pro use the STUDIO driver, not the GAMING driver
•••such as (MAY not be the latest) https://www.nvidia.com/en-us/drivers/results/170344/
•ATI Driver https://www.amd.com/en/support
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
