Why are Guidelines global in Premiere Pro?

It is so frustrating to work with guidelines in Premiere Pro. Even if I have different dimensioned sequences in a project, and I draw a guideline in one sequence, the same guideline is applied to every sequence in the project.

I mean how does this make sense? Why aren't guidelines local?

You can save guideline presets and name them. Then use which one you need at the moment.

It would have been handy if the project was meant for personal use only. It is a template that multiple people will and I cannot go around and teach them how to switch between different presets and use the project. I mean it is not feasible, it'll only be on my PC, and I'll have to make presets on every person's premiere pro.
