Why can i not use my perfectly legal premiere pro licence on my secondary machine while rendering on the primary one???

Technically, that is the terms of the license, but I’ve not known that to be enforced.

Could you use both machines at the same time in the past?

You can install Premiere Pro on up to two computers at the same time.
