why can't I assign shortcuts to "control+" keys?

Use "Command+".

The Control key on a Mac is not the same as the Control key on Windows.

Agreed. Ctrl+key on windows is usually Command+key on Mac.
Regardless, I can map shortcuts to Command+ or Ctrl+ on my Macbook Pro.

I can't map anything to the 'fn' key which sits ot the left of the 'control' key, but I don;t think this is what the OP is referring to.

I'm not sure exactly what you mean.

Are you trying to add a short cut to to the 'control' (^) key and another key: e.g. ^+s or ^+f or ^+7

This should work. Are you not able ot add a shortcut?

Yes, I'm trying to add shortcuts for "^" keys. I can't seem to do it

What happens when you try? Do the shortcuts get assigned but don't work? Or are you unable to assign them?

Click next to an assigned action and the blank box will appear..then hit the shortcut combo (in this case ^+Q).
