Why can't I drag a PNG under my footage to use as a background? (Please help!)

I recorded a video with the dimensions of 810x1080 and resized the sequence to 1920x1080. I had two black borders each side of the footage in which I wanted to put a picture underneath it to cover it up. For some strange reason, premiere won't let me drag the image under both the footage, and the audio layer.

Any help as to how I can drag it under?

    First move the video clip on V1 up to V2, then place the png on V1.

    I had two black borders each side of the footage in which I wanted to put a picture underneath it to cover it up.

    Please don't.  Just leave the black.  Anything else is very distracting from the image we're trying to view.
