Why can't I insert a clip?

After cutting the footage to where I want it, I keep hitting the comma key to put it in the timeline but it won't go in. It was working fine up until a few minutes ago. Has anyone else had this problem? How did you solve it?

I've restarted my computer, tried creating a new file,  and the program is up to date.
