Try resetting the preferences:

FAQ: How to reset preferences in Premiere Pro?

If that doesn't work, try resetting the Workspaces:

Reset a workspace

Reset the current workspace to return to its original, saved layout of panels.

  1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout.
    • Choose Window > Workspace > Reset to Saved Layout.

from here:

https://helpx.adobe.com/premiere-pro/using/workspaces.html

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Thank for your suggestion,  after a lot of testing I found that another project on a different drive, rending a Morph effect worked well. tried to reset the layout on the troubled project to no effect, not sure now that it's the preferences since it worked in another project. I'm wondering if it's because the project is on a Firewire drive, I don't know, I'm not that concern anymore since I got it to work in another project, It just that project that has a hik-up.

I have a project with a Morph transition that is stuck in an endless crash loop right now. I guess I'm going to have to start over and avoid the morph transition. Yippee.

Did you try Sequence > Render effects in work area?

Yes I did with same result, so for clarification, I can't render it in Premiere Pro or in Media Encoder.

Do you mean render or do you mean export?
