Why do bins not stay open if you close and reopen Premiere?

Why do bins not stay open if you close and reopen Premiere? If you have a lot of bins that you need and are switching projects you literally have to reopen/position them all EVERY TIME.  This is an unbelievable waste of time and highly frustrating.  It never used to be like this.  Am I missing a setting or something?  Thanks for your help.

    I use Premiere Pro 24.5.0 Build 57 on Windows and do not see what you see. If i have 10 bins open, save the project and close Premiere Pro, all 10 bins are open when i open the project again.

    • Version of Premiere Pro?

    Thanks for the reply.  Occasionally it works like that for me but 95% of the time I need to find all the relevant bins again in complex projects.
