Why does mask tool not work anymore

When I try to use mask tool it simpy doesn’t work. I click on the clip I want to mask, select elipse mask tool, but then when I go to draw it on the clip it just drags the clip around. So I try the other way, I select mask tool then click on the clip I want to mask, then when I go to draw the mask it just drags the clip around.

This is unusable. Please revert to the old tool or make the new one functional but I simply cannot complete my work this way!
