Hi why has my cursor changed to this and how do I get rid of it?!

look at your tools.  If it's not open go to windows: tools.   There are keyboard shortcuts associated with most of them.  That's the ripple edit tool and it's contest sensitive.  It won't be usable unless you're hovering over an edit.  Very basic stuff.  If you click on the arrow tool in tools, the cursor will change to an arrow.   You might want to do some basic premiere tutorials to get a better handle on the program interface.
