why I can not install premiere

Hi , I need to install adobe premiere but I can not do that because some problem about my vversion may be see the following and tell me what is the going on please,

my version as the image below

and I have message from the Adobe Creative Cloud as the following

please I am waiting the The solution of my problem ?

    Yeah, it's even older than the one listed.  We're currently on 1709, with 1803 being pushed out soon.

    You need to upgrade, like the message said.

      my version is windows 10 number 10240 which is different from the message of second image !!! , Why I can not install please ?
