You refer to an image, and it is not clear what type of item you have.
For plain images (e.g. jpg) or video, in Effect Controls, there is a Motion section with one anchor points, which is in the center by default. (It is more complicated than that.)
For graphics/text, there is also a Vector Motion section with an Anchor Point, and a Shape section for each graphic shape layer and a Text section for each Text layer. Within each of those shape/text sections is a Transform section with an Anchor Point.
The default position for paragraph text is upper left; for point text bottom left. (There is actually some kind of adjustment for the bottom edge of text or something; it is not, for example, the bounding box of the text.)
This issue with text is why text often does not scale/zoom as expected.
