Why is there Optional HEVC codec on stable releases now?

I know this is a thing with Beta builds but as far as i know didn’t exist on stable releases and was automatically installed for creative cloud members. But starting from 26.2 or 26.3 there is this option for Optional HEVC codec for some reason. Can someone from Adobe answer why?
