Why is this jettery 1x every second?

its from iphone 12 .  Never before. Any version.

The raw file is like that. 

Especially visible at higher magnification.

mac os 12.1 finder shows the jumpy too

V22.3  build 15  Appears in  v 22.1.2 also.
