Why mulitple preview renders?

When I do a preview In-Out render for a single timeline area, PP is telling me it is rendering anything from 3 - 20 previews... why?

Premiere renders each individual section as a separate file. Each video clip will have its own render, if any clips overlap the overlap section will be a separate render, even fades and cross disolves will each have their own render.
