Why the effect is applied, even though it's set to zero at a certain point

Why the directional blur effect is already blurring my image even though it's set to zero at the position of the playhead and didn't reach the keyframes yet?

I see you have time remapping applied.

Nest the clip and apply time remapping inside the nested sequence. 

Then apply the directional blur to the nest in the main sequence.

I don't know why you need to nest. I just know that if you try to apply time remapping along with another effect in the same sequence, there will be issues.
