Will DVD folders created on Premier CC play on Surface Pro Windows 10?

I have made dozens of family DVDs with Premier CS3 using family media, digitized 8MM and Mini DV Tapes. I can play these videos from DVD folders on my old Vista computer. Now with a new Surface Pro I cannot view these folders I produced. I am not trying to rip commercial DVDs!  Can I produce videos on Premier CC that will play on Windows 10? Can Premier CC somehow convert my DVD folders so I can view them"?

CS3 may have still had a direct from PR DVD function, but it was using Encore. I have no problem playing a DVD folder using VLC player on a Surface Pro 3 with Windows 10.

Right click on the Video_TS folder and pick "play with" VLC. This may work with Windows Media Player. Have no used and don't have it configured.

Premiere CC does not create a DVD or folder, you must use Encore
