Workspace resets where the project window is located on new projects

Running Premiere Pro Ver 14.0.3 (Windows 10 on 1903)

This has been a constant source of frustration for years now. I can make changes to my workspace and save those changes, however when I make a new project (with all other projects closed) the workspace will always change the location of the project window to be next to the effects window.

 

If I move the location of the project window and save the project then it will open correctly every time. If I open an existing project and then make a new project it will be in the correct place. But every time I make a new project with no other project open the project window will always change to the same column as the effects window, no matter where the effects widow is.

Make a template project with your Workspace set up as you like it.

Open it and save as your new project name.

Sure, that would work as a work around, but that would be more work then simply moving the project window to where I want it to be when making a new project. I'm hoping that there is an actual fix I can do to make it so Premiere will work as intended (at least I assume that it's not intended that the project window would have to be tied to the effects window).
