Workspaces not having keybind shortcuts until switched back and forth

Since updating to the latest release of Premiere 24 I am having an issue where, upon launch, my keybinds are not working within a given workspace until I switch to a different workspace and back. For example, hitting the 'A' key will not switch to my track selection tool, unless I switch from the Editing workspace to some other workspace, and back.
