Workspaces Still Don't Save Properly

I have used every single version of Premiere since 2014, across multiple versions of Windows & Mac OS on multiple devices & C-Drives. No matter what I do, custom workspaces still do not save properly.

To be specific, the issue is the "Project" window were you import footage and create bins. The issue only occurs when creating a new project. When creating a new project, the "Project" window always loads in the wrong portion of the workspace, and it's different every time.

When this happens, I move the "Project" window to its correct location, then I click "Window" > "Save Changes to this Workspace". If I close that project, and re-open it, the workspace loads correctly.

However, if I close that project (after saving changes to the workspace) then open Premiere and create a new project it loads incorrectly. Every single time. On every device I have ever used. On both my Windows desktop at work and my Apple laptop at home.

I have had 2 desktops and 2 laptops since 2014 and this issue has occured on every device and has never been resolved.
