Workspaces Window empty on new Workspace.

If I open the ALL PANELS or ASSEMBLY Workspaces Window my list of workspaces shows. If I remove the Window and then reopen the Workspaces Window there are no Workspaces listed. When I open a Workspace Window it is empty. I have the standard Adobe provided Workspaces plus 3 custom Workspaces. If I remove the Workspaces Window from an Adobe provided Workspace and add it back the window is empty.

Any thoughts or assistance would be very much appreciated. I like the quick switching ability and I have room for this window. How do I add the Workspaces to it?
