Premiere Pro will only use preview files during export if you set your Export Preset to Match Source.

Really?

I read this article.
https://helpx.adobe.com/premiere-pro/using/bestpractices-export.html

It says...
To create high quality previews, open your Sequence Settings and change the Editing to Custom. Then switch to an appropriate Mezzanine codec. By doing so, the Preview files are now of high quality – usable for export.

That's correct. Adobe's documentation about Use Previews has been outdated for some time. It used to work by simply checking Use Previews, but for the past several years, it only works if you check it and your export codec matches your preview codec — this process is known as Smart Rendering.
