Windows10のPremiere Pro 2020です。

インポートされたmp4の全体(最初から最後まで)の動画の一括拡大をさせたいのですが、どうしたら宜しいでしょうか？

「以前のバージョンと少し違っただけ」が気になったのですが、任意のクリップで拡大率を上げ、それを「属性をペースト」コマンドで残りのクリップに一括ペーストされたのではないでしょうか。
