APPLE M1 EXPORT H264 PROBLEMS

I've have had problems with video artifacting on my MacAir M1 Hardware accelerated H264 exports being unusably blotchy as opposed to the exact same settings on my Intel Macbook being completely clean.  This begins and shows up most notably in the darker portions of the video.  When the same exact Sony HDCam MXF video is exported using the Software accelerated option on the M1 chip it is exported perfectly.
