"Creation Date" for GoPro footage doesn't match Finder, doesn't match same-time iPhone footage

Question

I'm having trouble with the creation date of GoPro footage. I believe GoPro doesn't record specific shoot-time metadata, but as you see in the screenshot, there's a seven-hour difference between the Finder-displayed date and what Premiere Pro shows. The same media imported into FCP shows the expected Creation date.

This is a problem, since all my footage is shot in order and I depend on being able to know when clips were shot. I also combine clips from GoPro and iPhone. The iPhone dates are more correct, so the GoPro media showing a time different than I expect makes for extra work and frustration. 🙂

Steps to reproduce:
1. Import GoPro footage

2. Show the Creation Date column

Result: The Creation Date column is several hours off. This is a time zone issue? But FCP doesn't have this problem.
Expected: Expecteed the creation date to match what FCP shows, like what the Finder shows.

System info

I've had an engineer one time tell me the difference is often between how meta columns are labeled in the original file creator (camera or whatever) versus the OS versus the app. Such things might be labeled the same in a user-facing dialog, but the column header in the file itself may say something 'different'.

And this is especially valid for dates ... creation date, date modified, original date/time, Content Created, Date, Date Acquired, Date Completed, Date Taken ... for example. They can most all of them be shown as one thing in a dialog but listed as something else in the file ... because the people creating the dialog 'see' them as the same thing. Or an engineer does.

Maddening to the user. Totally maddening.
