Disabling a clip doesn't make it unselectable

Steps to reproduce:
1. Have a couple of clips on separate layers (on top of each other) in a sequence. Let's call them "TOP" and "BOTTOM".

2. Disable the TOP clip (by right-click > "Enable" or turnin goff the video track's eyeball).

3. Double click in the Program Viewer to select the BOTTOM clip.
 
Result: ...

The TOP clip gets selected (even though it's invisible). It's impossoble to select the BOTTOM clip by double-clicking it.


Expected:

Only visible clips should be selectable in the viewer.

Why not use Activate Direct manipulation in Program Monitor

Because I have no idea what that is! (And the only references I can find to it are in the Keboyard Shortcuts).

Select a clip somewhere in the stack (not the top one) on the timeline.

Hit the kbsc

Now you can manipulate that clip in the program monitor, wireframe will appear.
