Effect Controls Panel does not remember values entered using arrow keys

In the ECP, if I change any value (eg. Crop Right, Audio Level, etc) using the up/down arrow keys (eg. to nudge the audio level down by 1dB) then press Enter or click off the number field, the value appears to adjust as expected. But then, if I play the clip, or click on something else, the value jumps back to whatever it was previously.

If, instead of using the up/down keys, I either scrub the value with my mouse pointer or type the value in directly, Premiere accepts that value and stores it as expected.
