High CPU Usage (Playhead Parked)

I'm opening a project with some dynamic link AE comps and fs7 / stock footage typical for my type of work. I opened a project and the CPU shot up to 75% usage and I am not even playing back. The background AE process is sucking up almost all of that CPU. 

Result: ...High CPU usage, system nearly unresponsive. 
Expected: ...Stable software
