Incorrect Timecode for Generated Transcript

I am using the beta for Speech to Text translation.  I have a transcribed sequence and many times the transcript Timecode does not match the sequence timecode.

My sequence starts at 00:59:58:00 and the transcript generated starts at 01:59:58:00

So when I click on text, the playhead goes to a blank area on the timeline an hour ahead.

When I attempt to change the sequence timecode to match the trancsript, the transcript just changes along with it to still be an hour ahead.
