"Merge Segments" option in "Text" panel strange behavior

Hello, I am trying out the new Auto-transcribing feature in Premiere Pro beta and it is working great. However, I have noticed that using the"Merge Segments" button always merges the current selected segment with the previous segment.

Shouldnt it merge the selected segments when more than one is selected? I tried shift+clicking on 2 segments, they appear selected (light grey) and then I click merge segments but it always merges the first selected segment with the one before it.
