Moving images in the PM with the handtool

Moving images in the PM with the hand tool is very wearisome.

It moves around like staccato. Not smooth at all.

This has been going on for quite some versions/builds.

W11 Canon iframe footage.

Timeline cursor does the same, jumps along, especially when ECP timeline is open. Otherwise, it runs fine.

Even scrubbing the position number is showing a staccato movement.
