Nothing but black in Program Monitor with footage in timeline

Monday and Tuesday's beta build seem to have this error on my end where if I have footage in the timeline, it shows nothing but black in the Program monitor. I cleared my cache, restarted my computer and Premiere and tried creating a new sequence only for the issue to persist. What could I do to alleviate this?
